US PayPal account with card for money withdrawal

Hello! I am studying demand on the forum. Will be popular fully verified United States paypal accounts with a linked prepaid (Walmart money card, Netspend card) card or a debit(Green Dot Card) card with a balance 20$? Card activated and destroyed (video). you are given a personal account from the cards website, and data (card number, Exp date, CVV code) card supports instant withdrawal money with paypal.

Nope, only bank account for withdrawal.

if you have a Paypal or WMT prepaid debit card,the one you have to pay a monthly fee ,you can move money there.
But to get such a card,you need SSN and DOB and physical address

Not true in US, I have one paypal put into my bank acct and another put in the debit card to that same acct. Not linked at all.

I have another Paypal linked to a separate bank card, attached to burned Checking acct. LOL, pretty cool

Can you withdraw the funds to the card if the account is stealth, not verified with SSN/ITIN/EIN?
