Buying gift cards with PayPal
 

So I have a few Paypal stealths, one of them is a business account, the other is a personal account. I tried on both and it appears I'm unable to buy a gift card from Paypal's online gift card shop.

For those unfamiliar, Paypal has a gift card shop https://www.paypal.com/us/gifts/ and they have separate shops for each country (I'm using Canada as its a Canadian paypal)

When I try to buy a gift card, I log in and instead of showing me the checkout options page (with funding source etc) and clicking "Pay now", it redirects me to a page that says "Sorry, we can't complete your purchase at this time".

So my question is, how long does it take to build up enough trust with paypal before they let you use the digital gifts store? I know my main paypal is able to use it.
