USA paypal for non-usa guy who have EIN.

I appled one EIN and try to create paypal, but paypal tell me me must live or locate or rent a USA address. ONLY EIN is not enough. they unlimited my account and let me transfer money then close it, create paypal on MY COUNTRY.

so anyone please help me?
