Pp account blocked , can i still make a new one to m ebay

For the past 2 months im struggling and hope i will find an answer here

One day i just recieved an email that my pp account closed for good, for somereason of guidelines. I tried to call and kbow what happened, but never received any information

So i open a new pp, and same, closed

Can i open a new pp and link it to my currect eBay or is it lost ??
