some dont have bank accounts,some dont want the $$ to show up in their bank account if they are receiving aids $$ from state dept,state will access their bank account to see if they are making too much money,or if they have a negative balance in their account.
or they want to hide the money from their spouse or tax authorities.

if he has a bank account aT the bank on that Paypal check,he could do that,not sure if he just walk into that bank and show proper ID??

you are saying your account is permanently restricted but after 180 days,you are allowed to withdraw the fund.
You would like to get a check sent to an address registered with Paypal.
You can also add a new address if needed.
when you get the check,you can deposit into your chase account even tho the name on the check is different than the name of your Chase account,using mobile deposit.
the mobile deposit part is outside Paypal,thats between you and Chase?
so what is stopping you from getting a check from Paypal?

I dont think you can remove your bank account once the Paypal account is restricted/

some banks would not take endorsed checks.
they want you to request it online and it will be a bank check payable to the name of the Paypal account and the address given to Paypal.
Some said you can add a second address,I doubt it,if it has just been released from 180 days,no new bank account,no new address can be added and if they wont send you a check,you have to do it yourself on line
