This is not a good idea. Paypal and ebay share information, won't take long to find and suspend you. Meaning you'll lose the bank account you add to the new paypal.

Easier to start with a new stealth account

Youll run the risk of getting the new paypal linked to the old limited one - and get it limited as well.
There are things you can do to minimize the risk though.
