Paypal and taxes

Do paypal limits your account and asks SSN or TIN number before they send you tax form? can they send out 1099 without SSN or TIN information?

if you are coming close to 200 transactions and $20k,or Paypal figure you wlll by the end the year with that much,Paypal will ask for your SSN.
