Paypal won't accept my cell phone to confirm location and I don't have a land line, is there any other way to do this?

Try a Trac phone.. I've confirmed a number of accounts with them, and you can get one from walmart for $9.87 or from Biglots for $8.88 with 30minutes worth of useage on it.

Yes, I've done it several times with no issues. Last time I did it was in May 09.
