not being able to add vcc or limited immediately
 

anyone having the issue of when trying to add a vcc you get an error sorry we aren't able to process your request right now. Or even worse sometimes the pp account gets limited right after confirming the phone number.

IP isnt the issue as im mixing hotspot and 4g proxies, same results.

I asked a few around some report same issues as i am, so are reporting no issues, just wanted to know if anything has input on this.

Don't pay...you may get scammed.
That said, your flag shows that you are in the US. PayPal doesn't verify your VCC (so if your purchasing some located in foreign countries) it is raising a flag. Just purchase a Vanilla Gift card (or equivalent) from any convenience store and it'll do.
(A ton of info on these forums as to which ones still work )
If you're getting limited just after adding a phone number, your number may be bad. You must use a real phone (no GV or VoiP)
There's other reasons that could cause problems, but these two most likely.

Its more likely ip issue, try different browser if not then its definitely vcc

I'm in the us. I use firefox portable. I thought it's the extensions I'm using. I run into the same issue. The numbers are from real sim cards. Not voip.

I thought it's the vcc I'm using. Then my friend uses the same provider and doesnt have that issue. My webrtc is blocked. No diff.

Well, a real phone number and using a 4g internet connection can rule out phone and IP problems, so cross these off your list.
PayPal quit the credit card verification process in the US a year ago (as a requirement to add a bank account or sign up for a PayPal cash account is required to get your money) That's the verification, and a VCC means nothing, so to test your next one, don't add any FCC, instead just verify your bank account via micro deposits. If it works, scrap your vcc supplier (don't need one anyway)
If it still gets limited, then you must look into your hardware, browser extension, etc to find out what's leaking and linking you.
