New Paypal Australia account limited immediately when created

Every time I make a new paypal account with Australia address, it gets limited immediately. There is a red exclaimation saying must provide ID documents or the account will be restricted after 1 month. I have tried different computers and different IP address and continue to get it. Can someone please try to make an account there and see if you get the same problem? You do not have to put in a bank account or credit card, is easy to test.
