Leave account for 48-72hours and try again.

Incase you want to call paypal, they will tell you the same thing

I got this error, waited a week and nothing changed. I was desperate for the money so I had to send it to another account without the error.

It happens often with fresh accounts with less than 20-40 transactions

my account is about 5 months old, and I had more than 200 transactions

I got this message when my original account was permanently limited and PayPal held my money for 6 months, after the 6 month time you can withdraw your money without issues, your actually get an email saying funds are available for withdrawal

the account I'm talking about is not permanently limited, and I can receive payments and I can make payments, but when I try to make a withdraw I'm getting an error message:"Things don’t appear to be working right now".
maybe PayPal glitch or something?

how were you withdrawing the PAYPAL fund?
bank to bank transfer,bank issued debit card,?
it could be Paypal bank where your fund is held,or your bank which Paypal has problem accessing or the bank issued debit card gateway

Who issued this VISA DEBIT CARD?
Is it a SERBIAN Bank?
if so,is it a member of Visa Europe.
Paypal use VISA Europe to clear with Eastern European bank which is a member of VISA Europe.
if you are not sure,go to VISA Europe and look up your bank

Stop spouting bullsh1t. If PayPal even allows you to get to the card withdrawal page, that means your bank/card is acceptable for withdrawals.

What OP is experiencing is simply a glitch.

So is the FRENCH REVOLUTION when the French cant find any bread,they forget to look into the cake aisle ! It was a glitch.
So is the BOSTON TEA PARTY,attendants were expecting scrones not biscuits,to go with their tea,so they get mad and trashed all the tea into the boston harbor.
It was a glitch,AMZN third party seller shipped biscuits instead of flour,it is a case of INAD

DO YOURSELF A FAVOR,Dont wait 48 hours,call Paypal Europe customer service in Germany and ask them to look into it/

First, I see that mostly those who ask a question after they solve the problem no longer return to the topic...
but I don't think it's fair... so, I want to end this topic with a solution that in my case was...
After 48 hours no logins, I loged to PayPal and withdrawal was sucsesfull :)
