Error withdrawing on new paypal?

I used my friends name+address (business account)

everytime i try and withdraw to my own bank account I get this error

will this change in time? or is this to do with the new thing thats going on in the uk

You need to wait some time to withdraw funds.
I suggest to wait 7 days for half amount, and other 7 days for the rest.

Do NOT withdraw for 2-3 days. Then try from a new browser with cookies cleared out. This worked for me.
