Does it matter if I call my personal bank account my business account?

Is this likely to be the reason why I can't withdraw on a 3 week old business paypal? I just don't see how it could make a difference

It does not.
Theres no way for paypal to see what the type of bank account it is that you added.

What's the error when you tried to withdraw?
It is that "Something's not working right now, try again later?" message?

it was, however after 3 weeks of trying they have allowed me to withdraw and said it will take up to 12h and they want to review the withdrawal.

i sell online goods, i really needed to pay for something with bank transfer so i tried withdrawing 700$/£550 and then i got 12h delay, but i can see why
