paypal not allow me to send payment to my another paypal

1 successfully sent payment to paypal A for like six time each time 1000 usd
2 today try to sent payment to one new paypal B, failed , need text to confirm it is me?
3 today try send another 1000 to paypal A, it tell me something wrong blabla, but try 200, that is ok.

there are 2-3 k balance. 1k daily keep comming. all other remain untouch.

so what to do next? wait or? does paypal B triggle paypal or not?

tried 300 usd, it work. may i keep tried 300 usd? will it make paypal unset and slap me?

Listen to wendy, amazonp - keep in mind that repeated transfers could cause linking and limitation but good luck
