Can PayPal link accounts only with previous device WIFI connexion?

I have a friend's old iPhone that was once connected to my WIFI that I'd like to use for a new stealth account. Never had eBay or PayPal on it. If I connect it to a brand new cellphone network and erase all previous data/settings, will it be good to go to create new PayPal/eBay accounts?

Or should I just not take any chances and get a new phone?

If you factory default restore the phone, and make sure it never shares a previously used IP then you'll be fine.
