How to buy on ebay without a card

I don't remember if you can sell on ebay without a card attached to paypal but if you can, is it possible to buy from ebay with the same paypal account with no card attached using only the income from sales?

Most of our VCCs have expired and we can spend from our PayPal balance, so it seems to be fine.

In the Stealth Book, it suggested buy some items before selling anything for a new account, but how do we pay when there is no money in paypal?

These days, you can get by without buying anything. I've never commenced using an account by first purchasing something.
You can start with an auction.
