It is alright with paypal business accounts but not sure with personal accounts.
I don't think it will work with personal accounts because paypal gives you the country call code where your paypal is based but in business account you can choose country code.

I've tried it with more than 100 paypal accounts, and never had any problem. The same works even with ebay. Just make sure the sim cards can receive the verification text code. As ive had problems with Irish lycamobile sim cards.

Was that with personal accounts? Whenever I try to make one they seem to force me to use a local number.

I used to make US business accounts and it worked but in recent years, they seem to have removed the option.

This works for me. I have used numbers from many different countries to verify both eBay and PayPal. Everything ok. Might be a red flag tho, but this is not an issue when everything else is ok.
