Paypal does 7 day holds now?

so i got back into the ebay + paypal business and i have a bunch of these in my paypal account
is this actually 7 days or what? on email it says 21 days but as soon as i mark the item shipped, this message appears

i never had this happen back a year ago, it was either 21 days hold or no hold at all

It's usually "you will get your money within 1 business day of the item showing delivered" on my paypals.

It's all random ... I wouldn't worry about it. Just ensure you upload tracking & keep happy customers and all is well, they have no reason to limit your account !

new sellers,old sellers who have not sold for eons and bad sellers,selling high risk items will all get some kind of hold,up to 21 days,so 7 days makes sense.
it should go away,makes ure you upload tracking,if no tracking,mark it shipped
