Good standing PayPal cannot withdraw fund

I have good staninding PayPal. But when trying request a check, the page cannot go through and direct me back to the summary page. Any experience?

Try another good standing PayPal and has the exact the same problem.

I guess PayPal changes the rules again?

dont use proxy, and as always KEEP COOKIES!!!!!

I did use real residential IP and keep cookies.

Obviously it is nothing related to IP and cookies.

I tried it yesterday afternoon,click check by mail,it takes me to the next page
