PayPal Banned all non-residential IPs from using their service?

I just noticed that when I try to pay using PayPal i get a blank white page! I have different VPS setup + i also checked it with different VPNs. IPs might not be blacklisted, as I also used some IPs from a not-so-know VPS from Romania and Poland for example.

However, when i connect with my real IP , the Payment page loads

could be a giltch of your vps/vpn
try another one another day.
