Estonian E-Residency

Anybody looked at Estonian E-Residency? According to their promo video ( https://e-resident.gov.ee/become-an-e-resident/ ), it allows people in countries where paypal isn't permitted (e.g. Ukraine) to legally create a paypal account.

Has anyone tried this?
