Yahoo problem when signing up

Since around week, when I signup for new paypal account. I never get the confirmation email to activate the account. I tried from multiple IPs different days different user accounts. Sounds to me it's Yahoo problem because when i go to setting and change the email to outlook i get the email straight away.

anyone facing this?
