i am getting this error message when i tried to add my bank account.
i've tried several bank accounts and still getting this error message.

fresh bank accounts never added to any paypal account.

i tried Chase, TD, Citi Fsb Bank, and BOA.

its paypal system.. nothing is wrong with the bank accounts.
