Withdrawing Money- Good or Bad Idea?

Has anyone of you refunded your buyer and asked them to pay on another paypal, cash app etc after getting limited and unable to withdraw the funds?

I dont know if ill be able to withdraw the money after 180 days and want to contact some buyers. Maybe offer them a discount for doing that. But then, whats the best way to contact the buyers? If i contact the buyers through ebay, they might restrict my account correct? Thoughts?
