Cant link card and send payment.
 

I cant link my debit card to this account. it says. Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions. and i cant able to send money paypal to paypal. it says. Sorry, we weren't able to complete your payment at this time. Please try again later.
If you continue to encounter problems, please contact customer service.. what am i supposed to do? should i wait a few more days? Can you please tell me.

I assume your acc is from PH?

I had the same problem with a PH account and after trying like 5 times the acc got limited and they asked for ID. I know for sure that that the declined part is a lie since I can see declined transactions and there were not any. i think it is a PH pp thing
