It is possible to withdraw money from PayPal to my Payoneer card.

Yes it possible, but they work through direct deposit, not through ACH, so you can only withdraw. It is for Payoneer bank account, I guess for card the situation is the same

Payoneer card is Master Card so you cannot. PayPal allow withdraw only yo VISA card.
You can use Payoneer cand Accounts but still you need ask PayPal to allow you add Payoneer US bank account even if your account is US.
