I guess your question is: Is there any point in opening a business paypal account without a registered business?
By law, not every business must be officially registered. It depends on your business structure and your business needs.

You cannot open a business account on paypal without providing an EIN.
You CAN open a personal account and later on upgrade it to a business account. Not all that difficult to get an EIN.

If you are in EU you can open a business account without a company, in US is different

The OP's question was related to PAYPAL and BUSINESS ACCOUNT.
You can be Individual or Sole trader and have a Business.
In some states in the US, you can open a business without having to register a company (meaning without the need of EIN), which means also you can a Business bank account in these states without having to register a company.
