How does PayPal link and ban accounts?

Hello guys

How does PayPal ban and prevent user to use any other PayPal how do the linking work?

1. IP address:
Lets assume I login to a different Paypal from different device but with same Wifi connection (that I got my previous PayPal suspended/limited from) is it safe to login or they will also ban ?

2. How do they blacklist the device?:
Does PayPal also blacklist/link the account via the device MAC address? For example if I logout of ban account, clean cache/cookies and mobile application data and then connect to a new wifi connection, does PayPal still knows its me because of using the same Computer/cell phone? Does that mean I should NEVER ever use this device to login to any Paypal account unless i want to mess it up. Is there any way to use the same device safely?

3. Does PayPal blacklist my location some other way?
Do they also track the physical location of the device by some other way and do I need to actually physically move to another location and connect to a different Internet connection as well?

Just with Firefox portable , new User , dynamic ip , one stealth account at day

I don't know about phones but for computer, yes you need to change IP, and create new user on computer, and use different browser, Firefox Portable is perfect.
