Did paypal policy change un these last days ?

Until one week ago , I received some payment everyday , like usual I created a new stealth account , I confirmed the money received , suspended , and I confirmed the day of the service and in few days I Got the money . Now when I try to confirm , it’s enough the first payment to get limited ( send document and proof about selling ) .Did anything change ?
Any advices ?
