Is there a way of creating PayPal accounts that are eligible for PayPal credit, like stealth ones?

No there is not.
To be eligible for any credit product youll need to provide a real individual's info that could then be looked up by doing a credit check on them.

Not always true - Paypal business loans were based on the figures - no credit check was registered
