New PayPal (8 days) Cannot send a payments out
 

some sales have confirm by buyers and money is available for more then 24 hours. Have confirm phone number more then 24 hours ago.

When try to send payment i got an error this action cannot go and if keep and get this massage i should contact PayPal.
I have contact PayPal and waiting for answer from yesterday.

Anyone can advice here? No credit card on the account.

The error:
Sorry, we weren't able to complete your payment at this time. Please try again later.
If you continue to encounter problems, please contact customer service."

What country is this paypal account from?
Do you at least have a bank account attached?
You should definitely attach a credit card to the account to increase their level of trust in the account.
And if its a US account you wont have the ability to send payments regardless.

Its a new account.
At the very least you should have a credit card on there. Shouldn't be difficult to buy a prepaid card - I believe the post office (Do'ar Israel) over there has those.

Yea i use this services. is my only way, or a legit VISA card from my bank.

If the VISA from your bank supported AVS (Address Verification System) you wont be able to add it to your account (unless the postal code is a match).
