When I link my bank card, paypal informed me that my account was temporarily limited.
I need to upload photo of ID card
I need to re-register new account to link me Stealth ebay ACC?

if you don't have money in your paypal account, then yeah, just create a new one, and no need to buy ID in this case.

people buy ID to lift the limit when they have money in their accounts.

just make sure to clear everything so you don't get limited on your new account.

make new user, get new IP, and use a new portable browser.

also clear flash cookies.

and use different phone number, bank and card. address too if possible.
