Xoom And Paypal To Send Funds

I need to send funds to someone, I know the person im sending the funds to, they dont have PP account. I have discovered Xoom, you can send funds from your PP bal to a local cash collection pickup point. Does anyone have any experince with Xoom? Once you sign up do they flag your PP account or want to verify your PP account?? Or is it pretty safe. The amount im sending is very small £20.00 - £30.00
