What countryes don't need to provide documents to PP?

For example in EU countries after receive 1800EUR in year PP request documents.
I assume that they request documents in any country they supports receiving money but which county this limit is more then 1800EUR and will be nice if it will support card withdrawal. Any advice?

Any account that is non-EU and non-US will have no limit like that. Iceland for example has no receiving limit and supports card withdrawals.

do they always ask for document in US paypal at such a low limit? even without doing anything suspicious?

what about Canadian accounts? they have no limit?

US accounts don't have a 2500 EUR limit before ID is requested but you are asked for SSN/EIN at the 200/20K limit.

Yes, CA accounts don't have any limit like that.

PP can ask for documents at any $ that comes in if it raises a flag .

But in USA general if you stay wellbelow the $20k/200 and you spread your sales and you don't raise any activity flags, you can get by under the radar

But this thread is about limits that need to be passed by everyone, regardless of how well you run the account.
