Default Does anyone were able to withdraw onto VISA card lately?

Hi guys,

I'm stuck with withdrawals, never had such issues before. I have VISA card attached to my one of Europeans PayPal account. I had successful withdrawals in the past on the card, but starting somewhere on Sept 24, all accounts are getting the same error message, even I see withdrawals attempts on VISA card in online banking. PayPal said contact your bank and bank said to contact PayPal. I can't determinate who is stopping the transfer. Does everyone are able to continuously withdraw balances to VISA cards?

All accounts are stealth, no match in names.

Should I try to add a different visa card, from another card company? PayPal accounts are looks good, with no limitation so far.
WHAT good to add another card when it is Paypal which withdraw the deposit?

Eastern European banks?
find out if your bank is member of VISA Europe, and ask for a bank issued VISA debit card.
If not a member,Paypal could have problem
you can go to VISA Europe site and see if your bank is a member
or open an account with one of its members and get a Visa debit card

https://usa.visa.com/about-visa/news...eId.10931.html
note where it said VISA DIRECT,enabling Paypal members t o move fund to their VISA account-Easier and faster access to funds: Visa will provide the opportunity for PayPal to leverage Visa Direct in Europe, which will allow PayPal customers to move funds to their Visa accounts in real time across multiple markets.

The message looks exactly like this.

By logging into account and attempting a withdrawal at withdrawal page the blue circle is spinning and spinning (longer than usually) then massage pops up.

I don’t want to brought an attention to the institution I’m banking with and make it public. I can say it’s a legal bank, who supplied me with a solid number of visa debit cards. In my online banking I can see PayPal withdrawal, it applies to the account but few moments later it’s getting reversed.

Trying to figure out which way I should dig.

Possible that the system is performing now a name check and decline the transaction.
I would say, try an other card if possible.
Which country is it?

Transfer to IBAN or VISA card are available options for such PayPal accounts.

That's a reason I decided to ask community if anyone experiencing an issues withdrawing the funds from PayPal, as most members goes by stealth.

Countries are varies - Lithuania, Romania, Estonia, but each account has VISA card that begins with the same BIN number, so it might be a PayPal who determinate that and now block the transfer (but why they are allow to initiate it in first place and reverse right away?) or bank, who don't allow mismatch names now.

Next step is going to be a visa card from different bank.

You just have to wait for 2 to 7 days and retry

Great advice! That's was one of the next option on my mind. I waited on one account over 4 days and it didn't help, so 7 days to give the rest of accounts to cool down hopefully would be enough.

BTW, I recently come to conclusion - once you add a new card, on which you planning to withdraw to in the future, it takes 15-16 days before PayPal allow you to do a withdraw. If you try to do it sooner, the error message pops up. I guess it's one of security measure, that PayPal so kindly implement to secure our funds.

How did you came to success? You left accounts untouchable for the whole month? I find it’s cruel , since most of funds are in PayPal and I’m running out of money pretty fast.

This happened to me when my main paypal account was closed. I think my visa card (Halifax) was the linked card, so even when I tried withdrawing with a different paypal account I got this error message
