Can I change my social on my PayPal account without the PayPal account getting banned or flagged

That's strange. Why would you do that?
You maybe flagged, and ask for a SSN Card. It would just be a soft limitation until you provide the docs. Sometimes just an ID and SSN Card.

My account was under somebody else’s name but I wanna change it to my social so they don’t get the 1099
