closing paypal account after permanent limitation

As the title says i want to know if it possible to close down the paypal account after permanent limitation by contacting paypal and citing any terms and condition to force them to delete data and close down the account ?

Closing an account is very difficult, due to possible chargebacks, refunds, claims etc. As for data, they love it!

i just want them to remove my bank acc so i can add that to new paypal

Reusing a bank account across multiple paypals is not possible (in general)
