Paypal case

Hi, somebody opens up a case on paypal for 'Item Not As Described', but there is no option for them to return it to my address. There is just an option to send a refund or send an offer.

Is this a glitch? I would rather have the item back before refunding.

Do i have to refund fast? If so, that means they can keep the product right?

why not go to Ebay seller forum-shipping and return?
plenty of sellers there

Was this an international sale? I had to arrange the return shipping label myself and send to the buyer to return the item. Refunded after without issues.
