Not being able to log in with correct password or reset - account locked?

I've been trying to recoup some old paypal accounts (with transactions from >1 year ago), however when attempting to login with correct details, I get an error msg. I try to reset my password but it gives me another error msg. Has this happened to anyone?

Of course I can't chat or contact any rep bc I am locked out of my accounts.

what do you mean by 'recoup'?
are these accounts closed or banned ?

They started deleting accounts a while ago which have gone a certain period of time with no activity. There were posts on the forum about it. I can't remember how long people were saying the account has to be dormant for it to be deleted though.
