ID verification request after signup

Could you tell me if paypal request ID verification after signup for each country?

I'm lookin for solution to create account without ID verification after signup.
I heard that some countries are free from ID verification.

I need create Stealth PP account for one time subscription payment.

If they ask for ID off the bat it means you unconsciously made a mistake in the account creation somewhere.

So start over

welcome here.
Paypal won't require any ID after signup. But once you went over certain limit OR once your account is limited, you will be asked to verify your identity.
