Dual Citizenship

I have dual citizen ship with US and another EU country but I'm already banned with PayPal since 2014.

Can i just get a a EU bank account and register with PP with my country's information

yes just dont use same address, phone,bank, card and any id which you have given them previously

Should be fine - I'm still not a fan of giving real info to pp but if you choose to do so, try not to have an exact name match to your US account (just playing ultra-safe)
