Hello Folks,
I'm on the same boat. I've got permanently limited paypal and now my ebay is fine.
I really want to continue working on my ebay so I went to bank and ordered debit card on different name just to create new PP. I'm planning not to link it to ebay just to put the new PP information in the payment policy.
What is your opinion on that?

This can work for some time - the length is hard to say but quite a few ppl have done this (not ideal stealth, just saying)

Create new eb/pp accounts via stealth method and operate them nice and clean

I'm looking for the option to continue working on the same EB and new PP. New EB and new PP is also option if this fails.
