PayPal accepting missmatched card, could I withdraw?

Hello, I am adding cards from my bank with complete missmatched data and I confirm codes instantly. In one minute I have the PayPal 4 digit number received in the online card statement part of the bank's website which put on PayPal and I am verified (until reaching money receiving limits of course)

Does it mean I could withdraw PayPal funds to the card as this one or my bank is permissive with missmatched ID and info?

Why not use your bank account to withdraw the funds? It's safer
