Tricky sms&call verification situation

I purchased paypal account from seller in sellers section, and disabled 2fa of my account afte consulting with seller. He told its ok to disable so I dont have to get 2fa code from him on every login. He had it bound to his phone. Now pp asks me to do sms&call verification on login page, seller doesnt anymoe have access to account phone number. I dont live in country associated with paypal account, I dont have this country's phone number. Also I have opposite sex so I should not even contact PP. He proposed i should call them to change phone number. Seller doesnt respond after I asked him if he can solve such problem.

Ideas on whats better to do now? Am trying to buy a phone call
Are seller's actions appropriate?

I'd check other services. I thought about offering a service like this, because i have USA sims, but it seems like the cost vs profit wouldn't be worth it. Plus i am not even sure if it'd work. I did read from someone in a skype group i am in, that it will work, if it's a real cell phone # aka with a sim, but sometimes paypal and ebay want a phone on account for 2-4 weeks before a code is sent.

why in the world would you buy a paypal account at all. it takes 30 seconds to make one and it does not require any skills or ticks.

there are 2 ways to avoid phone verification:
1. reset password
2. try to pay for something and close the popup then and open paypal in your browser

There are multiple phone verification's that paypal will throw at you - the one most people encounter is at login due to a new ip address or other, the other is a more sophisticated verification that does involve some attempt at identity verification.

This is usually triggered when attempting to withdraw or send money, adding bank account, or other more sensitive manipulation of the account. This occurs even if you already have a verified phone number attached to the account. You will get a page saying "we need to identify or confirm it's you" and they require you to add a new phone number - VOIP, google voice numbers, etc cannot be entered as you will get an error saying "we cannot confirm that number belongs to you" and you will be in an endless loop.
