Linking PayPal account to eBay

I cannot seem to be able to link my PayPal account to my eBay account. I keep getting asked to add a new card. Any help with this?

The PP is completely verified and confirmed with VCC and bank account?

I assume the paypal has a VCC attached. Might be a problematic one then or you might be doing something wrong.
