PayPal withdrawal

Hi guys, I had a USA paypal account that was closed about 6 months ago (180 days) I received an email today and I saw that money can now be made but it tells me to add a bank account or a card to withdraw I used to exchange the balance as bitcoin via another paypal but now the account is completely closed and how can I withdraw the money? I do not have a US bank account
