if I have created a fresh PayPal, and eBay stealth UK, and in one day I sell for example 100 or 200 items worth about 200 or 300 usd, can PayPal withhold my money and request identity documents? from what amount does he require these documents?

yes if it on same day chances are high your account might get limited

There is a high chance both companies will get your accounts limited/suspended.
