How does "Trust this device" work?

I have 2 Paypals with 2 seperate VmWares.

I also have the 2FA authenticator on both.

Each time I login, I put my code and check the option "Trust this device", but it always keeps asking for it.

What am it missing?

You sure the cookies and history are all being properly saved?
