Any tips on how to create a personal(not for ebay) US paypal while not from US?

I've got some sources to receive money but the receiving account needs to be an US paypal. Sadly I don't live in USA (I'm from Phillipines). Is there any way I can create a stealth US account with anonymous details? Currently I don't have money to buy verified paypals but once I receive my first payment I'll make sure to buy one. At present I'll receive around 200$ from my clients which I'll then use to buy stuff on merchant sites of my country.
My question:
1. Can I create a unverified US paypal with say 1-2 week limit within which I can use it pay for stuff online ?
2. Why isn't paypal US not accepting my VOIP number that I created using textnow app.

1. For US paypal, without the identity verification (SSN for personal), you would only be able to withdraw money to bank and not use it to pay for stuff or send out.

How about sending money to my own paypal abroad ? Can we conduct international payments with unverified paypal? I will send around 50-70$ at the most .

You can't use your PP for spending that way.

VOIP numbers are banned mostly, they don't work 9.5/10 times

You won't be able to with the US paypal without having it SSN-verified

the last thing you need is a US Paypal account,without your SSN,you cant spend or send money,you can only download to a US bank account which you dont have,GIVE UP THE IDEA,
