Withdrawing money from a blocked account through a refund
 

My account is blocked for 180 days and I am not sure if I can receive money in 180 days because I am not a US citizen and I cannot get a bank account in the USA to add it and withdraw money.
I want to ask my buyers to request a refund, and I will confirm them, when they receive a refund they will transfer it to me to my other work Paypal account
Of course there is a risk of being deceived, but I have no other choice.
Do you think it is better to take this method or just wait 180 days, and then look for a person who will agree to provide his bank account and withdraw money through it?
I'm not sure if I can link a new bank account in 180 days, but if I ask buyers to request a refund, then it's about 10-15 buyers, wouldn't that be suspicious?
What is the best way for me to proceed?

I did it several times.

To be sure that you can refund the money, there is a limitation that dont allowed you to refund.

Some limitation allow you to refund, some not. You can see it in the solution center I think

In your account if you go to the resolution center there should be a link to something titled "impact on your account". If you click on that link it will show you what you can and can't do with your account. Depending on your level of limitation you may or may not be able to authorize refunds

I've used this method with limited and with suspended accounts, and I had no problems.

if you refund the buyers and request them to transfer the money again to another paypal account it will have two results:
first it can limit your other paypal account
second the buyers might agree to do it but end up without sending anything after their refund is issued. So be careful

OP does not have much choice,either trust some buyers will return the money OR linking another person bank account and hope that person will return his money
